The Texas Department of Insurance (TDI) issues the General Lines – Property and Casualty license. For a Texas resident individual, TDI’s current sequence is to pass the licensing exam, complete the fingerprint process, and then apply for the license.
Texas General Lines Property and Casualty license steps
- Prepare for and pass the exam. Review the current Texas insurance candidate handbook and examination outline before scheduling through Pearson VUE.
- Begin the fingerprint process. Start with TDI’s initial application and fingerprint portal so TDI can provide the required service code and instructions.
- Apply after you pass. TDI directs resident applicants to apply through Sircon or the National Insurance Producer Registry. Apply within one year of passing the exam or the exam must be retaken. TDI lists a $50 resident individual application fee.

Resident and nonresident applications are different
The exam, fingerprint, and application sequence above is for a Texas resident individual applicant. TDI provides a separate nonresident route for applicants who hold an active General Lines – Property and Casualty license in good standing in their home state. Fingerprint and background-check step
Most first-time applicants must complete a fingerprint background check. Begin with TDI’s initial application and fingerprint process before scheduling fingerprint service. TDI lists limited exemptions for applicants who already have qualifying fingerprints or an active home-state license.
After you pass the exam
Submit the license application only after passing the exam, complete any required fingerprint documentation, and monitor the application through the provider selected on TDI’s site. TDI states that applying before passing can require a new application and another fee.
