California Life, Accident and Health exam and resident-license path
California removed the former general product-specific study-hour requirement on January 1, 2026. This online Self Study product is optional independent preparation for the combined Life, Accident and Health or Sickness examination.
Before a California license can be issued, the applicant must complete a CDI-approved 12-hour Ethics and California Insurance Code course that includes one hour of insurance-fraud study. This TSI product is not that approved course, does not provide California prelicensing credit, and does not issue the required completion certificate.
1. Prepare for the full Life examination
Select both Life-Only Agent and Accident and Health Agent for the combined examination and application. The March 2026 bulletin lists 150 scored questions, 195 minutes, a 60% passing score, and a $55 examination fee. PSI may add 1 to 10 unscored experimental questions that still count against exam time.
2. Choose test-center or remote delivery
PSI currently offers both test-center and online remote-proctored examinations. Pass/fail appears on screen and the score report is emailed. A failed report includes a diagnostic count. Ten failures of the same exam type within 12 months trigger a 12-month bar; a passed examination is valid for one year.
3. Follow the live application prompts
Official pages currently conflict on application order: CDI's March 2026 bulletin summarizes exam then application, while its PSI-referral page says apply before scheduling the first exam. NIPR accepts filing before exam verification but requires the exam before approval. Follow the current CDI and PSI prompts. The current state application fee is $188, excluding transaction fees.
4. Fingerprint only after applying
After the license application, use CDI's Capital Live Scan process. CDI lists more than 800 locations and a current total fee of $74: $17 FBI, $32 DOJ and $25 CLS. Fingerprint completion and the separate approved 12-hour course are required before license issuance.

California licensing FAQ
Does California still require 20 or 40 hours of product-specific prelicensing study?
No. Effective January 1, 2026, California removed the former general product-study-hour requirement for Life and Accident and Health or Sickness applicants. Independent exam-preparation courses may still be offered.
Is any California education still required before the license is issued?
Yes. A separate California Department of Insurance-approved 12-hour Ethics and California Insurance Code course, including one hour of insurance-fraud study, must be completed before license issuance.
Does this TSI product satisfy the approved 12-hour California course?
No. This product is optional independent exam preparation only. It does not provide the approved 12-hour course, California prelicensing credit, or the required completion certificate.
